This bill amends current law to prohibit the granting, issuing, or transferring of certain licenses to chain store organizations, which include retail or wholesale businesses such as grocery stores, department stores, and retailers of alcoholic beverages. The bill also defines a chain store organization and outlines practices that would classify a group of liquor license holders as a chain store organization. The Department of Business Regulation would have the power to fine, revoke, or suspend licenses of violators, as well as issue cease and desist orders and order the dissolution of violating chain store entities.

Additionally, the bill creates a new Class B-W license that allows grocery stores, markets, and convenience stores to sell and deliver malt beverages or wine in sealed packages or containers. The annual fee for this license ranges from $500 to $1,000, prorated to the calendar year. The bill would take effect upon passage.
