This bill seeks to ratify and validate amendments to the Home Rule Charter of the town of Richmond. The amendments were adopted by the electors of the town on November 4, 2008, and November 8, 2022. The bill states that the General Assembly intends to give effect to these amendments and ratify and confirm them. However, it clarifies that this does not abrogate or impair the powers granted to towns by the Constitution of the State of Rhode Island or the rights retained by the Town of Richmond. The bill also includes a provision stating that if any provision of the bill is deemed invalid, it will not affect the remainder of the bill, and the provisions are declared to be severable. The bill would take effect upon passage.
