This bill establishes the Wholesale Prescription Drug Importation Program, which allows for the wholesale importation of prescription drugs from Canada to provide cost savings to consumers in Rhode Island. The program must be designed to comply with federal requirements regarding safety and cost savings. It designates a state agency to become a licensed drug wholesaler or contract with a licensed drug wholesaler, and requires the use of prescription drug suppliers in Canada. The program must ensure that only prescription drugs meeting FDA standards are imported and that only drugs expected to generate substantial cost savings are imported. It also prohibits the distribution, dispensing, or sale of imported prescription drugs outside of Rhode Island. The executive office of health and human services is responsible for designing the program and submitting a request for federal approval and certification. The program must be implemented within six months of receiving federal approval and certification. The state agency overseeing the program must become a licensed drug wholesaler or contract with one, contract with distributors and prescription drug suppliers in Canada, consult with various stakeholders, develop a registration process for participants, create a publicly accessible website for listing drug prices, and provide outreach and marketing efforts. The executive office of health and human services or another designated state agency must report annually on the program's implementation and operation, including the drugs included, number of participants, number of drugs dispensed, cost savings, and audit findings. The act takes effect upon passage.
