This bill amends Section 31-14-3 of the General Laws to require drivers to drive at an appropriate, reduced speed when approaching and crossing an intersection or railroad grade crossing, going around a curve, approaching a hill crest, traveling on narrow or winding roadways, or when there is a special hazard due to pedestrians, weather, or highway conditions. The bill also adds that drivers must drive at a reduced speed when approaching a nonemergency vehicle that is stationary and located on the shoulder or breakdown lane of a roadway or highway. Violations of this section are subject to fines.

Additionally, the bill requires drivers to either move their vehicle into a lane that is not the lane nearest the parked or standing authorized highway maintenance equipment, tow truck, transporter truck, roadside assistance vehicle, emergency vehicle, or nonemergency vehicle, and continue traveling in that lane until safely clear of the authorized vehicle, or slow down and maintain a safe speed for traffic conditions until completely past the authorized vehicle. Violations of this section are subject to fines. The bill would take effect upon passage.
