This bill, titled "An Act Relating to Human Services - Medical Assistance," seeks to extend Medicaid and CHIP assistance to individuals who would otherwise lose coverage as a result of the federal government declaring an end to the public health emergency declared in response to the Covid-19 pandemic. The bill adds a new section to Chapter 40-8 of the General Laws entitled "Medical Assistance" that establishes continued eligibility for certain recipients. The bill includes several findings of fact, including the mandate for continuous Medicaid enrollment throughout the federal Covid-19 public health emergency and the potential loss of eligibility for many enrollees in Medicaid and CHIP once the continuous enrollment provisions end. The bill also mentions the possibility of alternative coverage through the Inflation Reduction Act of 2022 and its enhanced Marketplace premium tax credit provisions. If the public health emergency is lifted or declared to expire, and this results in a decrease in federal funds for Medicaid and CHIP and the ineligibility of current recipients, the state shall maintain Medicaid and CHIP eligibility for those individuals through January 1, 2024, even if they would not meet the eligibility requirements under normal circumstances. The Department of Human Services is tasked with investigating alternative options for coverage for these individuals. The bill would take effect upon passage.
