This bill amends Section 42-11-2.4 of the General Laws in Chapter 42-11 to create the State Fleet Replacement Revolving Loan Fund. The fund will be administered by the general treasurer and will consist of appropriations from the state, money received from the disposal of used vehicles, loan and interest payments from state agencies, interest earnings, and money received from the federal government, gifts, bequests, donations, or other sources. The fund will be used to purchase or lease motor vehicles, both new and used, and vehicle-related equipment and attachments, including electric vehicle charging stations, for state departments and agencies. The bill also requires the office of management and budget, in coordination with the office of state fleet operations, to adopt rules and regulations for the disbursement and repayment of funds from the revolving loan fund.

Additionally, the bill defines various terms related to vehicles, such as authorized emergency vehicle, light duty vehicle, non-emergency vehicle, and zero-emission vehicle. It also establishes a requirement for the state to increase the percentage of zero-emission vehicles in the state's fleet of new light duty, non-emergency vehicles each fiscal year, starting at 15% in fiscal year 2024 and reaching 50% in fiscal year 2031. The bill will take effect upon passage.
