This bill, titled "Students with Diabetes," aims to amend Chapter 16-21 of the General Laws entitled "Health and Safety of Pupils" by adding a new section. The new section requires schools with enrolled students with diabetes to provide training to all school employees on the basics of diabetes care, how to identify when a student with diabetes needs immediate or emergency medical attention, and whom to contact in case of an emergency. Delegated care aides will also be trained to perform tasks necessary to assist students with diabetes, such as checking blood glucose levels, recognizing and responding to symptoms of hypoglycemia and hyperglycemia, estimating carbohydrate intake, administering insulin, and responding in emergencies. Initial training for delegated care aides will be provided by a licensed healthcare provider with expertise in diabetes or a certified diabetic educator, and training must be updated annually and whenever the student's diabetes care plan is amended. School nurses or healthcare providers may provide technical assistance or consultation to delegated care aides. The bill also requires schools to provide an information sheet to any school employee or designee that transports a student with diabetes for school-sponsored activities, which includes emergency contact information and appropriate responses to potential emergencies. Schools may maintain a supply of undesignated glucagon, prescribed in the name of the school, in a secure location accessible to a school nurse or delegated care aide. The undesignated glucagon may be administered if the student's prescribed glucagon is not available on-site or has expired, and the school must notify the school nurse, parents or legal guardian, emergency contact, and healthcare provider of its use. The bill defines "delegated care aide" as a school employee who has agreed to receive training in diabetes care and assist students in implementing a diabetes care plan, and "diabetes care plan" as a document that specifies the diabetes-related services needed by a student at school and school-sponsored activities or events, and identifies the appropriate staff to provide and supervise these services. The bill will take effect upon passage.
