This bill amends Section 42-11-2.4 of the General Laws in Chapter 42-11 to create the State Fleet Replacement Revolving Loan Fund, which will be administered by the general treasurer. The fund will consist of appropriations from the state, money from the disposal of used vehicles, loan and interest payments from state agencies, interest earnings, and money from the federal government, gifts, bequests, donations, or other sources. The fund will be used to purchase or lease motor vehicles, including electric vehicle charging stations, for state departments and agencies. The bill also requires the office of management and budget, in coordination with the office of state fleet operations, to adopt rules and regulations for the disbursement and repayment of funds from the revolving loan fund.

Additionally, the bill includes definitions for authorized emergency vehicles, light duty vehicles, non-emergency vehicles, and zero-emission vehicles. Starting in fiscal year 2024, the department of administration will be responsible for controlling and authorizing state agency purchases or leases to ensure that a certain percentage of new light duty, non-emergency vehicles are zero-emission vehicles each fiscal year. The percentage will increase annually, reaching 50% by fiscal year 2031. The bill will take effect upon passage.
