AN ACT
1 To provide appropriations from the General Fund for the expenses
2 of the Executive, Legislative and Judicial Departments of the
3 Commonwealth, the public debt and the public schools for the
4 fiscal year July 1, 2024, to June 30, 2025, and for the
5 payment of bills incurred and remaining unpaid at the close
6 of the fiscal year ending June 30, 2024; to provide
7 appropriations from special funds and accounts to the
8 Executive and Judicial Departments for the fiscal year July
9 1, 2024, to June 30, 2025, and for the payment of bills
10 remaining unpaid at the close of the fiscal year ending June
11 30, 2024; to provide for the appropriation of Federal funds
12 to the Executive and Judicial Departments for the fiscal year
13 July 1, 2024, to June 30, 2025, and for the payment of bills
14 remaining unpaid at the close of the fiscal year ending June
15 30, 2024; and to provide for the additional appropriation of
16 Federal and State funds to the Executive and Legislative
17 Departments for the fiscal year July 1, 2023, to June 30,
18 2024, and for the payment of bills incurred and remaining
19 unpaid at the close of the fiscal year ending June 30, 2023.

8 The General Assembly of the Commonwealth of Pennsylvania
9 hereby enacts as follows:
10 PART I
11 GENERAL PROVISIONS
12 Section 101. Short title.
13 This act shall be known and may be cited as the General
14 Appropriation Act of 2024.
15 Section 102. Definitions.
16 The following words and phrases when used in this act shall
17 have the meanings given to them in this section unless the
18 context clearly indicates otherwise:
19 "COVID" or "COVID-19." The coronavirus disease 2019, an
20 infectious disease caused by severe acute respiratory syndrome
21 coronavirus 2 that was first identified during December 2019 in
22 Wuhan, China.
23 "Current fiscal year." The fiscal year beginning July 1,
24 2024, and ending June 30, 2025.
25 "Employees." Includes all directors, superintendents, bureau
26 or division chiefs, assistant directors, assistant
27 superintendents, assistant chiefs, experts, scientists,
28 engineers, surveyors, draftsmen, accountants, secretaries,
29 auditors, inspectors, examiners, analysts, statisticians,
30 marshals, clerks, stenographers, bookkeepers, messengers and

 1 other assistants in a department, board or commission.
2 "Expenses" and "maintenance." Includes all printing, binding
3 and stationery, food and forage, materials and supplies,
4 traveling expenses, training, motor vehicle supplies and
5 repairs, freight, express and cartage, postage,
6 telecommunication devices and telecommunication rentals and toll
7 charges, newspaper advertising and notices, public advertising
8 by or through any medium, fuel, light, heat, power and water,
9 minor construction and renovation, repairs or reconstruction of
10 equipment, buildings and facilities, rent of real estate and
11 equipment, premiums on workers' compensation, insurance premiums
12 on policies of liability insurance, insurance premiums on
13 medical payment insurance and surety bonds for volunteer
14 workers, premiums on employee group life insurance and employee
15 and retired employee group hospital and medical insurance,
16 payment of Commonwealth share of Social Security taxes and
17 unemployment compensation costs for State employees, the
18 purchase of replacement or additional equipment and machinery
19 and all other incidental costs and expenses, including payment
20 to the Department of General Services of mileage and other
21 charges for the use of motor vehicles and rental payments for
22 permanently assigned motor vehicles and of expenses or costs of
23 services incurred through the Purchasing Fund. The term
24 "expenses" also shall include the medical costs for the
25 treatment of inmates of State institutions when the inmate must
26 be transferred to an outside hospital, provided that in no case
27 shall the State institution pay more for patient care than that
28 provided under the State medical assistance program.
29 "Prior fiscal year." The fiscal year beginning July 1 of the
30 fiscal year immediately prior to the current fiscal year.

2 The following abbreviations when used in this act shall have
3 the meanings given to them in this section unless the context
4 clearly indicates otherwise:
5 "AIDS." Acquired immune deficiency syndrome.
6 "ARC." Appalachian Regional Commission.
7 "ARPA." American Rescue Plan Act of 2021 (Public Law 117-2,
8 135 Stat. 4).
9 "ARRA." American Recovery and Reinvestment Act of 2009
10 (Public Law 111-5, 123 Stat. 115).
