Soon, I will be introducing legislation to create a license for virtual manufacturers, in order to bring new businesses to Pennsylvania.

Companies that sell their own prescription drug products, under their own labels, but never physically possess the product are known as “virtual manufacturers.” For example, a company may provide the formula for a medication to a brick-and-mortar manufacturing facility, source products, ingredients, and manage distribution without ever touching the medication itself.
 
While virtual manufacturing is becoming increasingly common, Pennsylvania has no license for these companies. Instead, they are issued “certificates of record.” Unfortunately, other states where these medications are sold may not recognize these certificates and will not allow the sale and distribution of the drug, unless the company is licensed. The lack of a license category for these manufacturers prevents the growth of this industry in Pennsylvania.
