AN ACT
1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
2 act relating to the public school system, including certain
3 provisions applicable as well to private and parochial
4 schools; amending, revising, consolidating and changing the
5 laws relating thereto," in interscholastic athletics
6 accountability, further providing for council recommendations
7 and standards.
8 The General Assembly of the Commonwealth of Pennsylvania
9 hereby enacts as follows:
10 Section 1. Section 1604-A(b) of the act of March 10, 1949
11 (P.L.30, No.14), known as the Public School Code of 1949, is
12 amended by adding a paragraph to read:
13 Section 1604-A. Council Recommendations and Standards.--* *

15 (b) The association shall take all steps necessary to comply
16 with the following standards:

18 (3.1) Adopt and adhere to a policy establishing that when
19 the association determines a school entity's competition
20 classification for interscholastic athletics, the association
 1 only use the school entity's enrollment classification, and no
2 other factor, as the baseline classification in determining the
3 competition classification formula. Nothing in this paragraph
4 shall be construed to prohibit a school entity from voluntarily
5 competing in interscholastic athletics at a higher enrollment
6 classification in accordance with the association's
7 constitution, rules, policies and procedures. As used in this
8 paragraph, the term "competition classification formula" means a
9 formula, model or any other method used by the association to
10 determine a school entity's competitive classification for
11 interscholastic athletics.

13 Section 2. This act shall take effect immediately.
