AN ACT
1 To provide appropriations from the General Fund for the expenses
2 of the Executive, Legislative and Judicial Departments of the
3 Commonwealth, the public debt and the public schools for the
4 fiscal year July 1, 2021, to June 30, 2022, and for the
5 payment of bills incurred and remaining unpaid at the close
6 of the fiscal year ending June 30, 2021; to provide
7 appropriations from special funds and accounts to the
8 Executive and Judicial Departments for the fiscal year July
9 1, 2021, to June 30, 2022, and for the payment of bills
10 remaining unpaid at the close of the fiscal year ending June
11 30, 2021; and to provide for the appropriation of Federal
12 funds to the Executive and Judicial Departments for the
13 fiscal year July 1, 2021, to June 30, 2022, and for the
14 payment of bills remaining unpaid at the close of the fiscal
15 year ending June 30, 2021.

25 hereby enacts as follows:
26 PART I
27 GENERAL PROVISIONS
28 Section 101. Short title.
29 This act shall be known and may be cited as the General
30 Appropriation Act of 2021.

1 Section 102. Definitions.
2 The following words and phrases when used in this act shall
3 have the meanings given to them in this section unless the
4 context clearly indicates otherwise:
5 "Current fiscal year." The fiscal year beginning July 1,
6 2021, and ending June 30, 2022.
7 "Employees." Includes all directors, superintendents, bureau
8 or division chiefs, assistant directors, assistant
9 superintendents, assistant chiefs, experts, scientists,
10 engineers, surveyors, draftsmen, accountants, secretaries,
11 auditors, inspectors, examiners, analysts, statisticians,
12 marshals, clerks, stenographers, bookkeepers, messengers and
13 other assistants in a department, board or commission.
14 "Expenses" and "maintenance." Includes all printing, binding
15 and stationery, food and forage, materials and supplies,
16 traveling expenses, training, motor vehicle supplies and
17 repairs, freight, express and cartage, postage,
18 telecommunication devices and telecommunication rentals and toll
19 charges, newspaper advertising and notices, public advertising
20 by or through any medium, fuel, light, heat, power and water,
21 minor construction and renovation, repairs or reconstruction of
22 equipment, buildings and facilities, rent of real estate and
23 equipment, premiums on workers' compensation, insurance premiums
24 on policies of liability insurance, insurance premiums on
25 medical payment insurance and surety bonds for volunteer
26 workers, premiums on employee group life insurance and employee
27 and retired employee group hospital and medical insurance,
28 payment of Commonwealth share of Social Security taxes and
29 unemployment compensation costs for State employees, the
30 purchase of replacement or additional equipment and machinery

1 and all other incidental costs and expenses, including payment
2 to the Department of General Services of mileage and other
3 charges for the use of motor vehicles and rental payments for
4 permanently assigned motor vehicles and of expenses or costs of
5 services incurred through the Purchasing Fund. The term
6 "expenses" also shall include the medical costs for the
7 treatment of inmates of State institutions when the inmate must
8 be transferred to an outside hospital, provided that in no case
9 shall the State institution pay more for patient care than that
10 provided under the State medical assistance program.
11 "Prior fiscal year." The fiscal year beginning July 1 of the
12 fiscal year immediately prior to the current fiscal year.
13 Section 103. Abbreviations.
14 The following abbreviations when used in this act shall have
15 the meanings given to them in this section unless the context
16 clearly indicates otherwise:
17 "AIDS." Acquired immune deficiency syndrome.
18 "ARC." Appalachian Regional Commission.
19 "ARRA." American Recovery and Reinvestment Act of 2009
20 (Public Law 111-5, 123 Stat. 115).
21 "CCDFBG." Child Care and Development Fund Block Grant.
22 "CDBG." Community Development Block Grant.
23 "CHIP." Children's Health Insurance Program.
24 "COVID" or "COVID-19." Coronavirus disease 2019, also
25 referred to as 2019-nCoV acute respiratory disease.
26 "CSBG." Community Services Block Grant.

16 of the Executive, Legislative and Judicial Departments of the

18 compensation and travel expenses of the duly
