AN ACT
1 Amending Title 25 (Elections) of the Pennsylvania Consolidated
2 Statutes, in voter registration, further providing for
3 methods of voter registration, providing for same-day voter
4 registration and further providing for preparation and
5 distribution of applications.
6 The General Assembly of the Commonwealth of Pennsylvania
7 hereby enacts as follows:
8 Section 1. Section 1321 of Title 25 of the Pennsylvania
9 Consolidated Statutes is amended by adding a paragraph to read:
10 § 1321. Methods of voter registration.
11 An individual qualified to register to vote under section
12 1301(a) (relating to qualifications to register) may apply to
13 register as follows:

15 (5) Under section 1325.1 (relating to same-day voter
16 registration).
17 Section 2. Title 25 is amended by adding a section to read:
18 § 1325.1. Same-day voter registration.
1 (a) General rule.--A qualified elector may register on
2 election day by:
3 (1) Appearing in person at the polling place for the
4 electoral district in which the individual resides.
5 (2) Completing and submitting a registration application
6 to the judge of elections.
7 (3) Providing a government-issued identification as
8 described under subsection (b) and proof of residence.
9 (b) Valid forms of identification.--Valid forms of
10 identification under subsection (a)(3) include:
11 (1) A valid identification card issued by the Federal
12 Government.
13 (2) A valid United States passport.
14 (3) A valid United States Armed Forces identification
15 card.
16 (4) A valid driver's license or identification card
17 issued by the Department of Transportation.
18 (5) A valid identification card issued by another agency
19 of the Commonwealth.
20 (c) Procedures for same-day registration.--
21 (1) Upon certifying the eligibility of the qualified
22 elector, the judge of elections at the polling place shall
23 issue a provisional ballot, provided by the county board of
24 elections, which is to be completed by the qualified elector
25 and sealed in an envelope along with the voter registration
26 application.
27 (2) Within 10 days of an election, the Department of
28 State shall approve or deny a voter registration application
29 under the provisions established in section 1328 (relating to
30 approval of registration applications).

1 (3) The provisional ballot may not be counted until the
2 Department of State has approved the voter registration
3 application.
4 (4) The qualified elector shall be notified in writing
5 by the Department of State as to the approval or denial of a
6 voter registration application.
7 (d) Deadline for same-day registration.--The deadline for
8 same-day voter registration is when the applicant is accepted in
9 the appropriate electoral district by the presiding judge of
10 elections.
11 Section 3. Section 1327(c) of Title 25 is amended by adding
12 a paragraph to read:
13 § 1327. Preparation and distribution of applications.

15 (c) Distribution.--

17 (7) The secretary shall print and distribute same-day
18 voter registration applications to all polling places
19 throughout this Commonwealth. Along with the distribution of
20 the applications, the secretary shall include instructions to
21 inform the applicant of the same-day voter registration
22 application process and the process for counting the
23 applicant's vote and verifying the applicant's eligibility.

25 Section 4. This act shall take effect immediately.
