Requires Department of Human Services to study disposition rates of child abuse investigations. Directs department to submit findings to interim committees of Legislative Assembly related to human services not later than September 15, 2024.] Exempts employee of youth correction facility or juvenile detention facility from specified prohibitions on use of restraint or seclusion on students in public education programs. Modifies provisions regarding use of restraint or seclusion on children in care. Modifies definition of "abuse" for purposes of child abuse reporting and investigation. Permits Department of Human Services to disclose child abuse investigation reports and records to designated national nonprofit organization that provides assistance locating, recovering or providing services to missing children. Modifies definition of "board" for purposes of professional misconduct oversight to include Behavior Analysis Regulatory Board. Takes effect on 91st day following adjournment sine die.
