Senate Bill No. 513 amends the Oklahoma Riot Control and Prevention Act by modifying the powers of the Governor during a declared state of emergency. The bill specifies that the Governor, along with officials from municipalities, counties, or other state entities, cannot prohibit or suspend the sale, ownership, possession, transportation, carrying, transfer, and storage of firearms, ammunition, and ammunition accessories that are legal under state law. Additionally, it allows for activities in places of worship during a declared state of emergency, provided they are otherwise legal.

The bill also expands the scope for which individuals can seek relief if their rights are violated under these provisions. Individuals aggrieved by violations can pursue legal action against officials who enforce prohibited actions, and they may seek the return of any confiscated firearms or ammunition. The court is mandated to award costs and reasonable attorney fees to the prevailing plaintiff in such cases. The act is set to take effect on November 1, 2025.
