7 A Joint Resolution directing the Secretary of State
7 to refer to the people for their approval or
8 rejection a proposed amendment to Section 4 of
8 Article III of the Oklahoma Constitution; allowing
9 absentee voting only for specified reasons; providing
9 ballot title; making language gender neutral; and
10 directing filing.

12 BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE
12
13 1ST SESSION OF THE 58TH OKLAHOMA LEGISLATURE:

14 SECTION 1. The Secretary of State shall refer to the people for
14
15 their approval or rejection, as and in the manner provided by law,
15
16 the following proposed amendment to Section 4 of Article III of the
16
17 Oklahoma Constitution to read as follows:
17
18 Section 4. A. The Legislature shall prescribe the time and
18
19 manner of holding and conducting all elections, and enact such laws
19
20 as may be necessary to detect and punish fraud in such elections.
20
21 The Legislature may provide by law for the registration of electors
21
22 throughout the state and, when it is so provided, no person shall
22
23 vote at any election unless he or she shall have registered
23
24 according to law.

1 B. The Legislature shall prescribe the time and manner at which
1
2 a qualified elector may request and submit an absentee ballot and
2
3 have the ballot counted in the precinct in which he or she is
3
4 properly registered, if on the occurrence of any election, the
4
5 elector will be absent from his or her residence or otherwise unable
5
6 to vote at the proper polling place because of:
6
7 1. An occupation or business of the elector that requires him
7
8 or her to be elsewhere;
8
9 2. Illness or physical disability of the elector;
9
10 3. The observance of a religious holiday by the elector; or
10
11 4. Election day duties if the elector is a county employee.

12 SECTION 2. The Ballot Title for the proposed Constitutional
12
13 amendment as set forth in SECTION 1 of this resolution shall be in
13
14 the following form:

17 THE GIST OF THE PROPOSITION IS AS FOLLOWS:

18 This measure will amend Section 4 of Article 3 of the Oklahoma
18
19 Constitution. The measure will allow absentee voting for
19
20 qualified electors only for specific reasons.

4 hereof, with the Secretary of State and one copy with the Attorney
4
5 General.
