7 An Act relating to schools; providing definition;
7 directing the State Department of Education beginning
8 in certain school year to designate a school district
8 site or certain charter school site as a Purple Star
9 School; providing eligibility criteria; providing for
9 promulgation of rules; providing for codification;
10 and providing an effective date.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 510.3 of Title 70, unless there
15
16 is created a duplication in numbering, reads as follows:
16
17 A. As used in this section, "military-connected student" means
17
18 a student enrolled in a public school district or public charter
18
19 school who:
19
20 1. Is a dependent of a current or former member of the United
20
21 States military, the Oklahoma National Guard or a reserve force of
21
22 the United States military; or

1 2. Was a dependent of a member of the United States military,

2 the Oklahoma National Guard or a reserve force of the United States
2
3 military who was killed in the line of duty.

4 B. Beginning with the 2022-2023 school year, the State
4
5 Department of Education shall designate a school district site or
5
6 charter school site as a Purple Star School if the site applies and
6
7 qualifies for the designation pursuant to this section.
7
8 C. To qualify as a Purple Star School, a school district site
8
9 or charter school site shall:
9
10 1. Designate a school employee as a military liaison whose
10
11 duties include:
11
12 a. identifying military-connected students enrolled at
12
13 the school who are designated with a military student
13
14 identifier as provided for in Section 3-168 of Title
14
15 70 of the Oklahoma Statutes,
15
16 b. serving as the point of contact between the school and
16
17 military-connected students and their families,
17
18 c. determining appropriate school services available to
18
19 military-connected students, and
19
20 d. assisting in coordinating school programs relevant to
20
21 military-connected students;
21
22 2. Maintain on the school's website an easily accessible web
22
23 page that includes resources for military-connected students and
23
24 their families including information regarding:

1 a. relocation to, enrollment at, registration at and
1
2 transferring records to the school,
2
3 b. academic planning, course sequences and advanced
3
4 classes available at the school,
4
5 c. counseling and other support services available for
5
6 military-connected students enrolled at the campus,
6
7 and
7
8 d. the military liaison and his or her duties designated
8
9 pursuant to paragraph 1 of this subsection;
9
10 3. Maintain a transition program led by students, where
10
11 appropriate, that assists military-connected students in
11
12 transitioning into the school;
12
13 4. Offer professional development for school employees on
13
14 issues related to military-connected students; and
14
15 5. Offer at least one of the following initiatives:
15
16 a. a resolution showing support for military-connected
16
17 students and their families,
17
18 b. recognition of the Month of the Military Child or
18
19 Military Family Month with relevant events held at the
19
20 school site, or
20
21 c. a partnership with a local military installation that
21
22 provides opportunities for active duty military
22
23 members to volunteer at the school site, speak at an
23
24 assembly or host a field trip.

1 D. The State Board of Education shall promulgate rules to

2 implement the provisions of this section.

3 SECTION 2. This act shall become effective November 1, 2021.
