SUMMARY
 Proposes an amendment to the Ohio Constitution to appear on the ballot at the general
election on November 7, 2023.
 Allows an eligible person to register to vote at any time before an election, including on
the day of the election, in order to vote in the election.
DETAILED ANALYSIS
The resolution proposes an amendment to the Ohio Constitution to appear on the ballot
at the general election on November 7, 2023.
Under the amendment, an eligible person may register to vote at any time before an
election, including on the day of the election, in order to vote in the election. Currently, the
Ohio Constitution requires a person to be registered to vote for at least 30 days before an
election.
The proposal retains the requirements in the Ohio Constitution that a person be at least
18, a U.S. citizen, and have been a resident of the state, county, township, or ward for “such
time as may be provided by law.”1 (Currently, the statute requires a person to have been a
resident of Ohio for 30 days, but does not require the person to have been a resident of the
person’s county and precinct for any particular period.)2
