A BILL
To solicit research on the relationship between 1
COVID-19 and myocarditis and to make an 2
appropriation. 3
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. (A) Within thirty days after the effective date 4
of this section, the Department of Health shall: 5
(1) Issue a request for proposals to conduct research on 6
COVID-19 and myocarditis from state universities or research 7
institutions located in the state of Ohio; 8
(2) Select a researcher to conduct a study on the 9
relationship between: 10
(a) COVID-19 infection and myocarditis; 11
(b) COVID-19 vaccination and myocarditis. 12
(3) Publicly announce the researcher selected. After the 13
researcher is announced, materials submitted to the Department 14
in response to the request for proposals shall be considered 15
public records pursuant to sections 9.28 and 149.43 of the 16
Revised Code. 17

(B) Within six months after being selected by the 18
Department, the selected researcher shall submit a report 19
containing updates on the progress of the study to the General 20
Assembly in accordance with section 101.68 of the Revised Code. 21
(C) Within twelve months after being selected by the 22
Department, the selected researcher shall submit a report 23
summarizing the results of the study to the General Assembly in 24
accordance with section 101.68 of the Revised Code. 25
Section 2. All items in this act are hereby appropriated 26
as designated out of any moneys in the state treasury to the 27
credit of the designated fund. For all operating appropriations 28
made in this act, those in the first column are for fiscal year 29
2024 and those in the second column are for fiscal year 2025. 30
The operating appropriations made in this act are in addition to 31
any other operating appropriations made for these fiscal years. 32

The foregoing appropriation item 440694, Myocarditis 36
Study, shall be used to award funding to the state university or 37
research institution selected to conduct a study in accordance 38
with Section 1 of this act. 39
Section 4. Within the limits set forth in this act, the 40
Director of Budget and Management shall establish accounts 41
indicating the source and amount of funds for each appropriation 42
made in this act, and shall determine the manner in which 43
appropriation accounts shall be maintained. Expenditures from 44
operating appropriations contained in this act shall be 45
accounted for as though made in, and are subject to all 46
applicable provisions of, the main operating appropriations act 47
of the 135th General Assembly. 48
