SUMMARY
 Requires the Educational Regional Service System to provide services for English
Learners and services related to reading and instruction to school districts, community
schools, and chartered nonpublic schools.
DETAILED ANALYSIS
Educational Regional Service System services
The bill expands the types of services the Educational Regional Service System (ERSS)
must provide school districts, community schools, and chartered nonpublic schools. It requires
ERSS to provide services for English learners and services related to reading and literacy.1
ERSS supports state and regional education initiatives and efforts to improve school
effectiveness and student achievement. As part of its mission, ERSS must provide services,
including special education and related services, to districts and schools.2
Under federal law, an “English learner” is a student who has difficulty with the English
language because the student, who may be new to the United States or a Native American or
Alaska Native, has a first language other than English at home.3 Generally, federal and state law
require accommodations and supports be provided to English learners.
