SUMMARY
 Requires emergency medical service (EMS) personnel to undergo human trafficking-
related continuing education.
DETAILED ANALYSIS
Human trafficking-related education for EMS personnel
The bill requires the State Board of Emergency Medical, Fire, and Transportation
Services to develop a human trafficking-related training course to be included in all emergency
medical services (EMS) continuing education programs.
Under the bill, the Board must adopt rules governing the human trafficking-related
training course, which must be at least one hour. Completion of the course counts towards
satisfactory completion of the existing EMS continuing education program. The course must
include instruction in all of the following:
1. Identifying possible victims of labor and sex trafficking;
2. Respectful and effective communication techniques for communicating with possible
victims of labor and sex trafficking;
3. Identifying and reporting incidents of abuse, neglect, and exploitation of possible victims
of labor and sex trafficking; and
4. Local and national resources available for possible victims of labor and sex trafficking.1

The bill exempts the human trafficking-related course from the requirement that EMS
continuing education courses be developed under the direction of a physician who specializes
in emergency medicine.2
