Enacts into law major components of legislation necessary to implement the state transportation, economic development and environmental conservation budget for the 2021-2022 state fiscal year; provides for increased transportation worker safety; establishes the work zone safety fund (Subpart A); provides for highway clearance (Subpart B); provides for increased fines for injury to pedestrians (Subpart C); establishes a demonstration program implementing speed violation monitoring systems in work zones by means of photo devices (Subpart D) (Part B); provides for electronic bidding (Part C); includes the intentional use of any toll highway, parkway, road, bridge or tunnel or entry into or remaining in a tolled central business district without payment of the lawful toll or charge as a theft of services; relates to the penalty imposed upon the operator of a vehicle with an altered or obscured license plate while on a toll highway, bridge or tunnel (Part E); relates to assaulting or harassing certain employees of a transit agency or authority (Part I); extends the authorization of the loan powers of the New York state urban development corporation (Part J); extends the authority of the New York state urban development corporation to administer the empire state economic development fund (Part K); relates to the effectiveness of certain provisions transferring the statutory authority for the promulgation of marketing orders from the department of agriculture and markets to the New York state urban development corporation (Part M); permits the secretary of state to provide special handling for all documents filed or issued by the division of corporations; permits additional levels of such expedited service (Part N); relates to service of process (Part O); provides for electronic notarization; authorizes the use of video and audio conference technology in identifying individuals for electronic notarization (Part P); relates to the utility debt securitization power authority; permits the issuance of securitized restructuring bonds to finance system resiliency costs (Part T); increases the dedicated Recharge New York power for eligible small businesses and not-for-profit corporations under the program (Part U); authorizes the power authority of the state of New York to form a pure captive insurance company (Part V); authorizes the energy research and development authority to finance a portion of its research, development and demonstration, policy and planning, and Fuel NY program, as well as climate change related expenses of the department of environmental conservation and the department of agriculture and markets' Fuel NY program, from an assessment on gas and electric corporations (Part W); expands provisions of law relating to hunting; authorizes a holder of a license who is twelve, thirteen, fourteen or fifteen to hunt wildlife; removes limiting provisions of law related to hunting with a crossbow (Part X); authorizes certain counties to permanently and temporarily convey certain easements and to temporarily alienate certain parklands (Part Z); provides qualification of the tangible property credit component of the brownfield redevelopment tax credit for a project which is delayed by the COVID-19 pandemic (Part AA); authorizes the grant of certain easements to Alle-Catt Wind Energy LLC on a proportion of real property within the Farmersville State Forest, Swift Hill State Forest, and Lost Nation State Forest (Part BB); makes permanent the provisions of the "Cleaner, Greener NY Act"(Part CC); enacts the "rail advantaged housing act" to encourage and facilitate transportation planning strategies to reduce greenhouse gas emissions (Part DD); relates to the powers of NYSERDA with respect to ready-build sites under the clean energy resources development and incentives program (Part EE); extends the mandatory surcharge and victim assistance fee (Part FF); establishes the New York task force on automated vehicle technology; extends the required submission of a report on the demonstrations and tests of motor vehicles equipped with autonomous vehicle technology (Part GG); extends authorization for the dormitory authority to enter into certain design and construction management agreements (Part II); authorizes the superintendent of financial services to create a vehicle insurance task force to examine alternatives to the no-fault insurance system and deliver a report relating thereto (Part JJ); provides for funding to local government entities from the urban development corporation (Part NN); relates to the discontinuance of the London interbank offered rate (Part PP); increases the aggregate principal amount allowed for hospital and nursing home project bonds and notes issued by the medical care facilities finance agency (Part SS); establishes the small business return to work tax credit program to provide financial incentives to small businesses economically harmed due to COVID-19 (Subpart A); establishes the restaurant return-to-work tax credit program to provide financial incentives to restaurants economically harmed due to COVID-19 (Subpart B); establishes the New York city musical and theatrical production tax credit to aid the New York city musical and theatrical production industry economically harmed by COVID-19 (Subpart C) (Part TT); authorizes utility and cable television assessments that provide funds to certain departments (Part WW); increases the rate paid by the state to a city for the maintenance and repair of highways from 0.85 cents to 1.87 dollars per square yard (Part XX); enacts the "Housing Our Neighbors with Dignity act" to provide a mechanism for the state to purchase, acquire and hold distressed commercial real estate and other commercial properties for the purpose of maintaining or increasing affordable housing in cities with a population of one million or more (Part YY); provides for the procurement of electric-powered buses, vehicles or other related equipment by certain transportation authorities (Part ZZ); creates the environmental bond act of 2021 clean water, green jobs, green New York which authorizes the creation of three billion dollars of state debt to preserve, enhance, and restore New York's natural resources and reduce the impact of climate change (Part AAA); establishes the environmental bond act of 2021 "clean water, green jobs, green New York" (Part BBB); establishes the extended producer responsibility act requiring covered materials and product producers to develop and implement strategies to promote recycling, reuse and recovery of packaging and paper products (Part CCC); establishes the Nourish New York program to facilitate programming that ensures that certain surplus agricultural products are provided to food relief organizations at competitive wholesale prices (Part DDD); provides for the review of broadband and fiber optic services within the state (Part EEE); enacts the "E-Let's Expand Access to Remote Now (E-LEARN) Act" to ensure all children have access to the delivery of technology through high-quality broadband internet connectivity in support of the constitutional education obligations of the state; imposes assessments on telecommunications providers; creates a state fund to accomplish objectives (Part FFF); requires public employees to supervise, examine, review and determine the acceptability of public works projects performed by contractors (Part GGG); establishes a small business grant program worth up to one hundred million dollars for businesses forced to close during the COVID-19 pandemic (Part HHH).
