provides for the purchase and use of school textbooks, school library materials, and computers; provides for the apportionment of public moneys to school districts employing eight or more teachers; makes special apportionments and grants-in-aid to school districts and to moneys apportioned for board of cooperative educational services aidable expenditures; relates to the local district funding adjustment; provides for a pandemic adjustment payment reduction; relates to aidable transportation expenses; relates to the statewide universal full-day pre-kindergarten program; provides for waivers from certain duties; relates to the New York state mentor teacher-internship program; relates to the teachers of tomorrow teacher recruitment and retention program; relates to the national board for professional teaching standards certification grant; relates to charter school aid; relates to the calculation of nonpublic schools' eligibility to receive aid; relates to reimbursement for a work force education program by the consortium for worker education in New York City for the 2021-2022 school year and withholding a portion of employment preparation education aid; relates to the effectiveness of conditional appointment of school district, charter school or BOCES employees; relates to the effectiveness of the provision of supplemental educational services, attendance at a safe public school and the suspension of pupils who bring a firearm to or possess a firearm at a school; relates to the effectiveness of the implementation of the No Child Left Behind Act of 2001; relates to school bus driver training; relates to special apportionment for salary expenses and public pension accruals; relates to authorizing the city school district of the city of Rochester to purchase certain services; relates to suballocations of appropriations; relates to the support of public libraries; relates to the New York state mentor teacher-internship program, the teachers of tomorrow teacher recruitment and retention program, and the national board for professional teaching standards certification grant (Part A); relates to requirements for firms established for the business of engaging in the practice of public accountancy (Part B); relates to registration of a new curriculum or program of study offered by a not-for-profit college or university (Part C); authorizes the state university of New York to purchase services from a consortium (Part D); provides for predictable tuition allowing annual tuition increase for certain SUNY and CUNY schools (Part E); extends scholarship program eligibility for certain recipients affected by the COVID-19 pandemic (Part F); relates to excelsior scholarship award amounts (Part G); relates to facilities operated and maintained by the office of children and family services and the closure of such facilities (Part H); relates to restructuring financing for residential school placements (Part I); makes permanent the consolidation of the youth development and delinquency prevention program and the special delinquency prevention program (Part J); makes permanent the authorization of the board of cooperative educational services to enter into contracts with the commissioner of children and family services to provide certain services (Part K); relates to compliance with the federal family first prevention services act regarding placement of children into residential treatment programs (Part L); relates to differential response programs for child protection assessments or investigations (Part M); authorizes the chief administrator of the courts to establish veterans treatment courts; provides for the removal of certain actions to veterans treatment courts (Part N); utilizes reserves in the mortgage insurance fund for various housing purposes (Part O); increases the standards of monthly need for aged, blind and disabled persons receiving certain care (Part P); provides for a tax check-off for gifts to food banks (Part Q); expands the scope of the application of the human rights law to private educational institutions (Part R); prohibits discrimination based on citizenship or immigration status (Part S); relates to partial unemployment insurance benefits (Part T); exempts certain housing projects that entered into regulatory agreements from sales and compensating use taxes (Part U); relates to the transfer of unclaimed support collections and unidentified payments (Part V); allows employees to take paid time of up to four hours for each injection to obtain the COVID-19 vaccination (Part W); relates to the powers and duties of the State of New York mortgage agency (Part X); provides for the suspension of fees relating to the late payment of rent and permits tenants to use their security deposits as rent payments (Part Y); relates to income requirements for childcare assistance and easing administrative burdens on childcare providers (Part Z); provides for prevailing wage requirements for construction work and engineering and consulting services performed in connection with the installation of certain renewable energy systems (Part AA); establishes the emergency rental assistance local government allocation fund (Part BB); prohibits the inclusion of claims for unemployment insurance arising from the closure of an employer due to COVID-19 from being included in such employer's experience rating charges; and amends chapter 21 of the laws of 2021, amending the labor law relating to prohibiting the inclusion of claims for unemployment insurance arising from the closure of an employer due to COVID-19 from being included in such employer's experience rating charges, in relation to making such provisions permanent (Part CC).
