Enacts into law major components of legislation necessary to implement the state transportation, economic development and environmental conservation budget for the 2021-2022 state fiscal year; relates to penalties on parkways, penalties for over-height vehicles, and to preventing bridge strikes; requires commercial motor vehicles to have GPS technology (Part A); relates to transportation worker safety (Subpart A); relates to highway clearance (Subpart B); relates to increased fines for injury to pedestrians (Subpart C); relates to work zone safety and outreach (Subpart D) (Part B); provides for electronic bidding (Part C); relates to the minimum amount for a procurement contract (Part D); relates to penalties for toll evasion and fraudulent use of toll exemptions (Part E); relates to New York City transit authority procurements (Part F); relates to metropolitan transportation authority capital projects and utility relocations (Part G); relates to the use and occupancy of streets by the metropolitan transportation authority, directly or through contract, easement, or other agreement, for transportation projects (Part H); includes station customer assistants; persons whose official duties include the sale or collection of tickets, passes, vouchers, or other fare payment media for use on a train or bus; persons whose official duties include the maintenance, repair, inspection, troubleshooting, testing or cleaning of a transit signal system, elevated or underground subway tracks, transit station structure, train yard, revenue train in passenger service, or a train or bus station or terminal; or a supervisor of such personnel for the purposes of the crime of assaulting a transit worker; includes protections for certain transit agency and authority employees within aggravated harassment in the second degree (Part I); extends loan powers of the New York state urban development corporation to July 1, 2024 (Part J); extends the authority of the New York state urban development corporation to administer the empire state economic development fund (Part K); relates to joint living-work quarters for artists or general residential occupancy of a loft, commercial or manufacturing buildings (Part L); relates to the effectiveness of certain provisions of the agriculture and markets law transferring the statutory authority for the promulgation of marketing orders from the department of agriculture and markets to the New York state urban development corporation (Part M); makes permanent certain provisions relating to permitting the secretary of state to provide special handling for all documents filed or issued by the division of corporations and to permit additional levels of such expedited service (Part N); relates to service of process (Part O); authorizes remote notarization (Part P); makes technical amendments related to the office of renewable energy siting (Part Q); provides for eligibility of certain renewable energy credits for purposes of compliance with local building emissions requirements (Part R); provides for additional powers of the New York convention center operation corporation (Part S); relates to the issuance of securitized restructuring bonds to refinance outstanding debt of the Long Island Power Authority to finance system resiliency costs (Part T); increases the dedicated Recharge New York power for eligible small businesses and not-for-profit corporations under the program (Part U); relates to authorizing the power authority of the state of New York to form a pure captive insurance company (Part V); authorizes the energy research and development authority to finance a portion of its research, development and demonstration, policy and planning, and Fuel NY program, as well as climate change related expenses of the department of environmental conservation and the department of agriculture and markets' Fuel NY program, from an assessment on gas and electric corporations (Part W); expands provisions of law relating to hunting; authorizes a holder of a license who is twelve, thirteen, fourteen or fifteen to hunt wildlife; removes limiting provisions of law related to hunting with a crossbow; makes related provisions (Part X); relates to prohibiting plastic carryout bags (Part Y); authorizes the county of Nassau, to permanently and temporarily convey certain easements and to temporarily alienate certain parklands (Subpart A); authorizes the village of East Rockaway, county of Nassau, to permanently and temporarily convey certain easements and to temporarily alienate certain parklands (Subpart B); authorizes the village of Rockville Centre, county of Nassau, to permanently and temporarily convey certain easements and to temporarily alienate certain parklands (Subpart C)(Part Z); extends certain brownfield credit periods that expire on or after 3/20/20 and before 12/31/21 for two years (Part AA); authorizes the grant of certain easements to Alle-Catt Wind Energy LLC on a proportion of real property within the Farmersville State Forest, Swift Hill State Forest, and Lost Nation State Forest (Part BB); extends the Cleaner, Greener NY Act of 2013 (Part CC); enacts the "rail advantaged housing act" to encourage and facilitate transportation planning strategies to reduce greenhouse gas emissions (Part DD); relates to the powers of NYSERDA with respect to ready-build sites under the clean energy resources development and incentives program (Part EE); extends the expiration of certain provisions of the tax law and the vehicle and traffic law mandatory surcharge and victim assistance fee (Part FF); relates to extending the required submission of a report on the demonstrations and tests of motor vehicles equipped with autonomous vehicle technology (Part GG); relates to temporarily requiring the department of motor vehicles to collect a one dollar convenience fee for modernization of information technology used by the department (Part HH); relates to the effectiveness of authorizing the dormitory authority to enter into certain design and construction management agreements (Part II); relates to unauthorized providers of health services and authorizes the superintendent of financial services to convene a motor vehicle insurance task force to examine alternatives to the no-fault insurance system and deliver a report relating thereto (Part JJ); relates to authorizing the department of economic development to designate centers for advanced technology program (Part KK); relates to the forbearance of residential mortgage payments (Part LL); establishes the COVID-19 emergency eviction and foreclosure prevention for tenants and owners of commercial real property act of 2021; enacts a temporary stay of eviction proceedings of commercial tenants (Subpart A); enacts a temporary stay of mortgage foreclosure proceedings for commercial or multi-family real property (Subpart B)(Part MM); provides for funding to local government entities from the urban development corporation (Part NN); provides for a moratorium on utility termination of services and makes certain provisions relating to utility termination of services during a state disaster emergency permanent (Part OO); relates to the discontinuance of the London interbank offered rate; defines terms; provides for the continuity of contract and safe harbor; makes related provisions (Part PP); requires every person, business, corporation, or their agents providing or seeking to provide broadband service in New York state to offer high speed broadband service to low-income consumers; defines "broadband service"; authorizes attorney general enforcement; makes related provisions (Part QQ); authorizes the dormitory authority of the state of New York to enter into certain loans (Part RR); increases the aggregate principal amount allowed for hospital and nursing home project bonds and notes issued by the medical care facilities finance agency (Part SS); establishes the pandemic recovery and restart program; establishes the small business return-to-work tax credit program (Subpart A); establishes the restaurant return-to-work tax credit program (Subpart B); establishes the New York city musical and theatrical production tax credit (Subpart C)(Part TT); relates to the merger of the College Retirement Equities Fund and the Teachers Insurance and Annuity Association of America (Part UU); establishes the New York state canal system revitalization act; establishes the New York state canal system revitalization trust to receive and administer public and private gifts for the purposes of revitalizing the New York state canal system; repeals certain provisions of law relating to the canal recreationway commission and relating to special conditions for leases entered into prior to approval of the canal recreationway plan (Part VV); relates to authorizing utility and cable television assessments that provide funds to certain departments (Part WW).
