Existing law requires the Commission on Professional Standards in Education to adopt regulations that set forth the qualifications for licensing teachers. (NRS 391.019) The Commission has adopted regulations governing the licensing and hiring of substitute teachers, providing that a school district may generally hire a substitute teacher: (1) for unlimited days of service if he or she is filling the role of a licensed teacher who is under contract; and (2) for 60 days if he or she is filling the role of a licensed teacher who is not under contract. (NAC 391.0897)
Section 1 of this bill requires school districts within this State to provide a monthly subsidy totaling at least $450 per covered full-time substitute teacher to full-time substitute teachers for the purchase of health insurance coverage. Section 1 also requires a full-time substitute teacher to provide proof of purchase of health insurance coverage to the school district in which he or she is employed. Additionally, section 1 defines a full-time substitute teacher as a licensed substitute teacher who is hired by a school district for 30 or more consecutive days on which instruction is provided to pupils during a single school year. Section 1 also prohibits a school district or public school from: (1) preventing a substitute teacher from working the number of consecutive days necessary to receive the subsidy; or (2) reassigning a person to other duties to prevent the person from receiving the subsidy.
