This bill authorizes the creation of woman veteran license plates in New Jersey, featuring a design that includes a silhouette of a woman veteran saluting against an American flag background, along with the words "Woman Veteran." The Chief Administrator of the New Jersey Motor Vehicle Commission (MVC) is tasked with issuing these plates upon proper application, which must include proof of veteran status and a $50 application fee, in addition to standard vehicle registration fees. An annual renewal fee of $10 will also be collected, with proceeds directed to the newly established Woman Veteran License Plate Fund, which will support organizations that assist women veterans.
The bill stipulates that state or public funds cannot be used for the initial costs associated with the license plate program. Instead, the New Jersey Department of Military and Veterans Affairs (DMAVA) or designated entities must contribute up to $25,000 to cover these costs. The MVC will not begin the program until it receives this funding and at least 500 completed applications for the plates. The bill includes provisions for the chief administrator to certify the average cost of producing the plates annually, with the possibility of discontinuing the program if costs exceed the application fee for two consecutive years. The bill will take effect immediately but will remain inoperative until specific conditions are met, and it will expire if those conditions are not satisfied within a year.
