This bill mandates the conversion of at least one ward in both the New Jersey Veterans' Memorial Home-Menlo Park and the New Jersey Veterans' Memorial Home-Paramus into single occupancy rooms, contingent upon the availability of federal funding from the United States Department of Veterans Affairs and the federal American Rescue Plan Act of 2021. Additionally, it requires upgrades to the heating, ventilation, and air conditioning systems in both facilities to meet infection control standards. The Adjutant General is granted discretion to implement further modifications, such as negative pressure ventilation, to enhance infectious disease control measures.

To support these initiatives, the bill appropriates necessary funds from the General Fund, subject to approval by the Director of the Division of Budget and Accounting, should federal funds prove insufficient.
