This bill amends existing legislation regarding the installation of speed humps by counties and municipalities on local roadways. It increases the traffic threshold for constructing speed humps without the approval of the Commissioner of Transportation from fewer than 3,000 vehicles per day to fewer than 4,000 vehicles per day, specifically for speed humps that have a flat top of at least 10 feet, such as speed tables. This provision applies to two-lane and one-way residential streets under municipal or county jurisdiction, particularly when located within 500 feet of a school or property used for school purposes.

Additionally, the bill allows municipalities and counties to construct traffic calming measures, including speed humps, in business districts without needing the commissioner's approval, as long as the measures comply with relevant specifications. It also mandates that municipalities or counties provide notice to adjoining municipalities or counties before constructing speed humps that impact their roadways, and they must obtain the commissioner's approval for any measures affecting state roadways. The bill is set to take effect immediately upon passage.
