OFFICE OF LEGISLATIVE SERVICES
The OLS concludes that the bill would result in an indeterminate increase in annual
expenditures for the New Jersey Motor Vehicle Commission to issue special insignia, special
vehicle identification cards, and placards to the primary caregivers, parents, and immediate family
members of persons with an intellectual disability. The bill is also expected to increase annual
commission revenues by an indeterminate amount from fees collected for the special insignia.
The commission is already required to issue special insignia to certain applicants, including
public entities and nonprofit organizations, which transport persons with an intellectual disability.
Issuing the special insignia contemplated under this bill in a manner similar to the existing special
insignia could limit the commission’s up-front production costs. The commission will receive an
indeterminate amount of annual revenue from fees charged to the applicants for the special insignia
and their renewal. Notably, the costs of producing the special vehicle identification cards,
however, are to be borne by the State. According to the Centers for Disease Control and
Prevention, approximately 6.5 million people in the United States have an intellectual disability,
which is about 2 percent of the population, and it is the most common developmental disability.
