This bill establishes a division of early learning in the department of education and creates a 3-year high quality, community-based, mixed delivery public pre-kindergarten pilot program. The division of early learning will be under the supervision of an unclassified director of early learning and will coordinate efforts and programs to serve pre-kindergarten children throughout the state. The pilot program will include various types of high quality early education providers, such as public and non-public schools, Head Start programs, faith-based programs, and licensed child care providers. The director of early learning will submit an annual report on the progress of the pilot program to the governor and general court.

The fiscal impact of this bill is currently unknown as the Office of Legislative Budget Assistant is awaiting information from the Department of Education.
