This bill introduces changes to the registration process for agricultural/industrial utility vehicles, the organization of snowmobile and OHRV events, and the distribution of associated fees. Specifically, it amends RSA 261:41-a, I to require applicants seeking registration for agricultural/industrial utility vehicles to sign a form certifying that the vehicle will be used only for purposes defined in RSA 259:2-a. This form is to be provided by the treasurer of a city or designated official, or by the town clerk, without requiring further evidence from the applicant.
Additionally, the bill amends RSA 215-C:50, I and RSA 215-A:30, I to establish that an annual permit fee of $50 is required for events involving unregistered snowmobiles and OHRVs, and participants in such events are not required to register in New Hampshire but must operate under the permit's provisions. The Department is tasked with maintaining a public calendar of approved events. The distribution of fees collected is to be appropriated to fund this public calendar or to the Department of Fish and Game for specified purposes, altering the previous allocation of fees. The act is set to take effect on January 1, 2025.
