This bill prohibits the use of mRNA technology in food sold in New Hampshire and requires the labeling of lab-grown meat and food products containing insects. Lab-grown meat must be clearly labeled as such on the front of the package, and the ingredient label must include any additional ingredients necessary for the manufacture of the product, as well as the name and address of the lab where the meat was produced. No food sold in New Hampshire may contain mRNA technology, and any food found to contain mRNA technology will be confiscated and the manufacturer fined $10,000 per item. The introduction of mRNA technology into the food supply is considered intentional poisoning and is a class A felony. Food products containing insects as an ingredient must be clearly labeled on the front of the package as "Contains Insects," and the ingredient label must specify which insects were used. Failure to properly label insect-containing food products will result in confiscation and destruction of the products at the expense of the manufacturer, as well as a fine of $1,000 per item that was not properly labeled. The bill will take effect on January 1, 2025. The Department of Health and Human Services will be responsible for ensuring compliance with the bill and estimates that it will need one additional compliance officer and related equipment. The projected costs for the additional position and equipment are outlined in the fiscal note.
