This bill introduces a mandatory waiting period of three days before the delivery of a firearm can be completed following its purchase. The waiting period applies to transfers, sales, trades, gifts, transportation, or delivery of firearms by licensed importers, manufacturers, dealers, or collectors to any person who is not also a licensed entity as defined in 18 U.S.C. section 921. Additionally, the bill requires that records of firearm sales be made available for inspection by the Bureau of Alcohol, Tobacco, Firearms, and Explosives during normal business hours.

There are specific exemptions to the waiting period outlined in the bill. These exemptions include the trade-in of a firearm to a licensed entity, the purchase of a rifle or shotgun by someone who has completed a hunter education course or holds a valid New Hampshire hunting license, and purchases made by active duty law enforcement, correctional officers, or members of the armed forces. Furthermore, individuals who have obtained a valid restraining order due to personal safety concerns or express a reasonable fear for their personal safety to a law enforcement officer are also exempt from the waiting period. Violation of any provision of this chapter is classified as a class B felony. The act is set to take effect on January 1, 2024.
