This bill extends the New Hampshire Granite Advantage Health Care Program and reestablishes a commission to evaluate its effectiveness and future. The program, which was originally set to be repealed on December 31, 2023, will now be permanently reauthorized. The bill also removes the transfer of funds from the Alcohol Abuse Prevention and Treatment Fund to the Granite Advantage program.

The commission will consist of various members, including legislators, representatives from managed care organizations, hospitals, and health care professionals. They will evaluate the program's financial metrics, product offerings, impact on insurance premiums, and make recommendations for future program modifications. The commission will also review information regarding changes in uncompensated care and the program's impact on insurance premium tax revenues and Medicaid enhancement tax revenue. They will meet at least annually and make annual recommendations for proposed legislation.
