This bill addresses the determination of residency status for transient individuals in need of local assistance. It amends RSA 165:1-c to specify that a person who is poor and unable to support themselves, and who is temporarily in a town or city that is not their residence and does not intend to make it their residence, shall be provided with temporary assistance by that town or city. The town or city may also facilitate the return of such a person to their place of residence if requested.

The bill further clarifies that a person's residency status does not change while they are in a hospital, correctional facility, treatment program center, or a hotel or motel paid for by a municipality or other service provider, except as provided in the section. It states that a person who leaves emergency housing voluntarily or is removed for non-compliance does not change their residency status for 30 days. Additionally, if a person is assisted by a municipality with emergency housing in a hotel or motel and then self-pays for 30 consecutive days without assistance, they will transition residency to the new municipality. Municipalities are required to communicate and coordinate assistance options, including reimbursements from the municipalities of origin. The act is set to take effect 60 days after its passage, with an effective date of September 26, 2023.
