This bill modifies the calculation of average daily membership in attendance (ADMA) and average daily membership in residence (ADMR) for school districts. It adds language to include pupils who are eligible to have access to curricular courses and cocurricular programs. The bill specifies that each pupil who is enrolled in a school board approved public school academic course in grades 1-12 shall count as an additional 0.15 pupil for each such academic course taken in a public school. The department of education will only make grant payments for these pupils to the extent of available appropriations.
The bill amends RSA 198:38, I(b) and RSA 198:38, I-a(b) to include the new language. The bill will take effect 60 days after its passage. The fiscal impact of the bill is not provided in the analysis.
