This bill revises the definitions of average daily membership in attendance (ADMA) and average daily membership in residence (ADMR) for school funding for home educated pupils. The bill amends RSA 198:38, I and I-a to redefine ADMA and ADMR. The revised definitions specify that ADMA and ADMR shall include pupils who are legal residents of New Hampshire and educated at school district expense, but shall not include pupils attending chartered public schools. Additionally, the bill states that for the purpose of calculating ADMA and ADMR, each pupil who is home educated and enrolled in a school board approved public school academic course shall count as an additional 0.15 pupil for each course taken in a public school.

The bill also removes a provision that limits grant payments for home educated pupils enrolled in public high school academic courses to the extent of available appropriations. The bill does not have a fiscal impact at this time, as the Office of Legislative Budget Assistant is awaiting information from the Department of Education. The bill will take effect 60 days after its passage.
