This bill incorporates certain OSHA standards applicable to public employees in New Hampshire. It requires employers to provide employees with at least the level of protection provided under federal OSHA standards found in 29 C.F.R. Part 1910 D through Z, with the exception of Subpart U. The bill also establishes a legislative subcommittee to meet with Department of Labor employees to review the state's public sector safety and health program.

The bill also repeals several sections of current law related to scaffolding, medical chests, sanitation, and penalty for violation of certain rules.

The Department of Labor anticipates that this bill would increase state, county, and local expenditures by an indeterminable amount. The costs would be driven by adjustments that may have to be made by government entities to become compliant with the new standards. The Department also anticipates potential additional costs due to the need for more staff. The fiscal impact is expected to occur after FY 2023.
