STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty One
AN ACT relative to bingo dates.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 1 Bingo Licenses; Game Dates. Amend RSA 287-E:6, II(a)-(b) to read as follows:
2 (a) No more than one license shall be issued to a charitable organization per calendar
3 month, and the license shall permit no more than [10] 16 game dates of bingo in one calendar month,
4 and in no more than one town or city which has authorized bingo games under RSA 287-E:27. The
5 license shall expire on the last game date authorized under said license.
6 (b) The provisions of subparagraph II(a) notwithstanding, a license may be issued to a
7 charitable organization per fiscal year, and the license shall permit no more than [10] 16 game dates
8 of bingo in one calendar month and no more than [120] 192 game dates of bingo in one calendar year.
9 The license shall expire on the last game date authorized under the license. Charitable
10 organizations electing to receive an annual license under this paragraph shall be ineligible to receive
11 concurrently a monthly license under subparagraph II(a), and charitable organizations licensed
12 under subparagraph II(a) shall be ineligible to receive concurrently an annual license under this
13 subparagraph.
14 2 Effective Date. This act shall take effect July 1, 2021.

METHODOLOGY:
This bill would increase the allowable number of bingo game dates offered by charitable gaming
organizations. The Lottery Commission states the license fee for a bingo event is $25 per game
date and there are currently 200 charities offering bingo. While unable to predict how many
additional bingo game dates may be added as a result of this bill, the Commission states the
increase in state revenue per year would range from $0 (no new game dates added) to $360,000
(all 200 charities offer bingo up to the bill’s maximum). Lottery revenue is credited to the lottery
fund, with net revenues after expenditures being credited to the state education trust fund. This
bill is not expected to increase state expenditures.
