STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty One
AN ACT relative to the membership and duties of the legislative youth advisory council.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 1 Youth Advisory Council; Membership. RSA 19-K:2 is repealed and reenacted to read as
2 follows:
3 19-K:2 Membership. The council shall consist of 21 members, one of whom shall be a member of
4 the house of representatives and one of whom shall be a member of the senate. The remaining 19
5 members shall be youths between the ages of 15 and 22.
6 I. The president of the senate shall solicit and evaluate applications from any source
7 including recommendations from schools, colleges, community leaders, the governor, the secretary of
8 state, and other senators. From those applications the senate president shall appoint 9 members
9 who, as residents of this state, represent a cross-section of New Hampshire youth. Consideration
10 shall be given to appointments that foster geographic and socio-economic diversity among council
11 members and every attempt shall be made to appoint at least one member from each of the 10
12 counties as well as student representatives of public schools, home schools, charter schools, and
13 private schools. Of the 9 members, 2 members shall be students in good standing at postsecondary
14 education facilities within this state. In addition to the student members, the senate president shall
15 appoint one member from the senate.
16 II. The speaker of the house of representatives shall solicit and evaluate applications from
17 any source including recommendations from schools, colleges, community leaders, the governor, the
18 secretary of state, and other representatives. From those applications, the speaker of the house of
19 representatives shall appoint 10 members who, as residents of this state, represent a cross-section of
20 New Hampshire youth. Consideration shall be given to appointments that foster geographic and
21 socio-economic diversity among council members and every attempt shall be made to appoint at least
22 one member from each of the 10 counties as well as student representatives of public schools, home
23 schools, charter schools, and private schools. Of the 10 members, 2 members shall be students in
24 good standing at postsecondary education facilities within this state. In addition to the student
25 members, the speaker of the house of representatives shall appoint one member of the house of
26 representatives.
27 III. The legislative members of the council shall serve a term coterminous with their term in
28 office. Nonlegislative members shall serve 2-year terms, except that the initial appointment of 9 of
29 the members shall be for a term of one year. Except for legislative members, no member shall serve
30 on the council for more than 4 years.

1 IV. If a member misses 3 consecutive meetings, without cause, the council may request that
2 the appointing authority appoint a replacement member. Upon appointment of the replacement, the
3 prior appointment shall terminate and the replacement shall serve for the remainder of the prior
4 member’s term.
5 2 Youth Advisory Council; Duties. Amend RSA 19-K:3, III-VI to read as follows:
6 III. Conduct an annual seminar for council members regarding leadership, government, and
7 the legislature at the state house where council members may be introduced to their representatives
8 and senators.
9 IV. Meet no fewer than 4 times per year [and conduct public forums] on issues of importance
10 to youth as the council deems necessary. At the discretion of the co-chairs, regional subcommittees
11 may be established.
12 V. Communicate with other youth councils from across the country.
13 VI. Prepare and execute programming to encourage job growth in New Hampshire.
14 [VI.] VII. File an annual report of its activities, including any recommendations for
15 proposed legislation, on or before November 1 of each year with the speaker of the house,
16 the senate president, the governor, the secretary of state, the house clerk, and the state
17 library.
18 3 Youth Advisory Council; Council Administration. Amend RSA 19-K:4, I to read as follows:
19 I. The council member from the house of representatives shall serve as the [co-chair] co-
20 chairperson of the council and shall call the first meeting of the council as soon as practical upon
21 being sworn into office by the governor prior to the start of the legislative term. At the first meeting,
22 the members shall call for nominations and set a date no longer than one month later to elect one
23 youth member each to serve as co-chairperson, vice-chairperson, secretary, and legislative liaison,
24 for a term of not longer than one year. [At the first meeting after the August annual seminar, the
25 members shall elect one of the youth members to serve as co-chair for a term of one year.] Prior to
26 leaving office, council officers shall submit transactional documents to their successor through the
27 legislative co-chair.
28 4 Effective Date. This act shall take effect 60 days after its passage.
