ANALYSIS
This bill urges Congress to practice fiscal restraint and applies to Congress for a Constitutional
Convention to propose amendments to the Constitution of the United States that impose fiscal
restraints on the federal government, limit the power and jurisdiction of the federal government, and
limit the terms of office for its officials and for members of Congress.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty One
A RESOLUTION relative to urging Congress to practice fiscal restraint and applying to
Congress for a Constitutional Convention for such purpose.
1 Whereas, the framers of our Constitution tasked state legislators to be guardians of liberty
2 against future abuses of power by the federal government; and
3 Whereas, the federal government has created a crushing national debt--presently in excess of
4 $82,000 per citizen--through improper and excessive spending; and
5 Whereas, the federal government has invaded the legitimate roles of the states through the
6 manipulative process of federal mandates, most of which are unfunded to a great extent; and
7 Whereas, the federal government has ceased to live under the limitations of the Tenth
8 Amendment of the Constitution of the United States; and
9 Whereas, polling consistently shows that as many as three-quarters of Americans still support
10 term limits on members of Congress; and
11 Whereas, the legislatures of Arizona, Alaska, Florida, Texas, Mississippi, Arkansas, Utah,
12 Georgia, Alabama, Tennessee, Louisiana, Missouri, Indiana, and North Dakota have made the same
13 Application of the Legislatures; and
14 Whereas, it is the solemn duty of the states to protect the liberty of our people—particularly for
15 the generations to come—by proposing Amendments to the Constitution of the United States
16 through Article V for the purpose of restraining these and related abuses of power; now, therefore, be
17 it
18 Resolved by the House of Representatives, the Senate concurring:
19 The legislature of the state of New Hampshire hereby applies to Congress, under the provisions
20 of Article V of the Constitution of the United States, for the calling of Congress to proposing
21 amendments to the Constitution of the United States that impose fiscal restraints on the federal
22 government, limit the power and jurisdiction of the federal government, and limit the terms of office
23 for its officials and for members of Congress.
24 That the method chosen for ratification be by the legislatures of three fourths of the several
25 states.
26 That the house clerk is hereby directed to transmit copies of this application to the President and
27 Secretary of the United States Senate and to the Speaker and Clerk of the United States House of
28 Representatives, and copies to the members of the said Senate and House of Representatives from
29 this state; also to transmit copies hereof to the presiding officers of each of the legislative houses in
30 the several states, requesting their cooperation.

1 That this application constitutes a continuing application in accordance with Article V of the
2 Constitution of the United States until the legislatures of at least two-thirds of the several states
3 have made applications on the same subject.
