This bill amends section 44-3614 of the Revised Statutes Cumulative Supplement, 2024, to modify the eligibility requirements for Medicare supplement policies in Nebraska. It mandates that insurance issuers must provide at least one Medicare supplement policy to individuals under sixty-five who are eligible for Medicare due to disability. Additionally, starting January 1, 2026, the bill establishes a thirty-day open enrollment period for applicants that begins on their birthday, during which issuers cannot deny coverage, impose medical underwriting, or exclude benefits based on preexisting conditions.

The bill also allows for premium rate differences between individuals over and under sixty-five, ensuring that premiums for those under sixty-five do not exceed 150% of the premiums for similarly situated individuals over sixty-five. Furthermore, individuals under sixty-five will be subject to the same open enrollment rules as those who are sixty-five once they reach that age. The original section 44-3614 is repealed as part of this legislative update.
