ONE HUNDRED EIGHTH LEGISLATURE

LEGISLATIVE RESOLUTION 84

PURPOSE: The purpose of this resolution is to propose an interim study to
examine different methods, including potential statutory changes, to address the concerns raised by restaurant, bar, craft brewery, microdistillery, and farm winery owners relating to receiving shipments of alcoholic liquor and the available options such entities have to obtain and sell alcoholic liquor products under the Nebraska Liquor Control Act. This study shall include, but need not be limited to, an examination of:
(1) The effects of providing entities which hold a license that authorizes on-premises consumption of alcoholic liquor, the ability to purchase alcoholic liquor products from retail locations which hold a license to sell alcoholic liquor for off-premises consumption and how best to accomplish such change;
(2) The concepts, needs, and concerns raised at the public hearing for Legislative Bill 375 introduced in the First Session of the One Hundred Eighth Legislature of Nebraska; and
(3) Methods and ideas that will improve access by restaurant, bar, craft brewery, microdistillery, and farm winery licensees to the wholesaler tier.
NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE ONE HUNDRED EIGHTH
LEGISLATURE OF NEBRASKA, FIRST SESSION:
1. That the General Affairs Committee of the Legislature shall be
designated to conduct an interim study to carry out the purposes of this resolution.
2. That the committee shall upon the conclusion of its study make a report of its findings, together with its recommendations, to the Legislative Council or Legislature.
