    A BILL FOR AN ACT relating to appropriations; to appropriate funds to aid
         in carrying out the provisions of Legislative Bill 529, One Hundred
        Seventh Legislature, First Session, 2021; to outright repeal section
        49, Legislative Bill 380, One Hundred Seventh Legislature, First
        Session, 2021; and to declare an emergency.
     Be it enacted by the people of the State of Nebraska,

         Section 1.      There is hereby appropriated (1) $1,870,237 from the
  Behavioral Training Cash Fund for FY2021-22 and (2) $1,935,695 from the
  Behavioral Training Cash Fund for FY2022-23 to the State Department of
 Education, for Program 161, to aid in carrying out the provisions of
     Legislative Bill 529, One Hundred Seventh Legislature, First Session,
  2021.
         There is included in the appropriation to this program for FY2021-22
  $1,870,237 Cash Funds for state aid, which shall only be used for such
  purpose. There is included in the appropriation to this program for
  FY2022-23 $1,935,695 Cash Funds for state aid, which shall only be used
  for such purpose.
         No expenditures for permanent and temporary salaries and per diems
  for state employees shall be    made from funds appropriated in    this
  section.
         Sec. 2.     There is hereby appropriated (1) $196,867 from the College
     Credit Testing Fee Cash Fund for FY2021-22 and (2) $203,757 from the
  College Credit Testing Fee Cash Fund for FY2022-23    to the State
  Department of Education, for Program 161, to aid in carrying out the
 provisions of Legislative Bill 529, One Hundred Seventh Legislature,
    First Session, 2021.
         There is included in the appropriation to this program for FY2021-22
  $134,765 Cash Funds for state aid, which shall only be used for such
  purpose. There is included in the appropriation to this program for
     FY2022-23 $140,622 Cash Funds for state aid, which shall only be used for
     such purpose.
         Total expenditures for permanent and temporary salaries and per
  diems from funds appropriated in this section shall not exceed $32,489
     for FY2021-22 or $33,789 for FY2022-23.
         Sec. 3.     There is hereby appropriated (1) $590,601 from the Expanded
  Learning Opportunity Grant Fund for FY2021-22 and (2) $611,272 from the
  Expanded Learning Opportunity Grant Fund for FY2022-23   to the State

    Department of Education, for Program 161, to aid in carrying out the
    provisions of Legislative Bill 529, One Hundred Seventh Legislature,
    First Session, 2021.
          There is included in the appropriation to this program for FY2021-22
     $466,395 Cash Funds for state aid, which shall only be used for such
    purpose. There is included in the appropriation to this program for
    FY2022-23 $485,715 Cash Funds for state aid, which shall only be used for
    such purpose.
          Total expenditures for permanent and temporary salaries and per
    diems from funds appropriated in this section shall not exceed $64,979
    for FY2021-22 or $67,578 for FY2022-23.
           Sec. 4.   There is hereby appropriated (1) $295,301 from the Mental
     Health Training Cash Fund for FY2021-22 and (2) $305,636 from the Mental
    Health Training Cash Fund for FY2022-23     to the State Department of
    Education, for Program 161, to aid in carrying out the provisions of
     Legislative Bill 529, One Hundred Seventh Legislature, First Session,
     2021.
          There is included in the appropriation to this program for FY2021-22
    $295,301 Cash Funds for state aid, which shall only be used for such
    purpose. There is included in the appropriation to this program for
     FY2022-23 $305,636 Cash Funds for state aid, which shall only be used for
  such purpose.
          No expenditures for permanent and temporary salaries and per diems
    for state employees shall be    made from funds appropriated in     this
    section.
           Sec. 5.    There is hereby appropriated (1) $295,301 from the State
    Department of Education Cash Fund for FY2021-22 and (2) $305,636 from the
    State Department of     Education Cash Fund for FY2022-23      to the State
    Department of Education, for Program 161, to aid in carrying out the
    provisions of Legislative Bill 529, One Hundred Seventh Legislature,
  First Session, 2021.

         No expenditures for permanent and temporary salaries and per diems
 for state employees shall be    made from funds appropriated in     this
    section.
         Sec. 6.      There is hereby appropriated (1) $885,902 from the State
  Department of    Education Leadership Cash Fund for FY2021-22   and     (2)
    $916,908 from the State Department of Education Leadership Cash Fund for
     FY2022-23 to the State Department of Education, for Program 161, to aid
     in carrying out the provisions of Legislative Bill 529, One Hundred
  Seventh Legislature, First Session, 2021.
         Total expenditures for permanent and temporary salaries and per
  diems from funds appropriated in this section shall not exceed $100,000
  for FY2021-22 or $105,000 for FY2022-23.
         Sec. 7.       There is hereby appropriated (1) $98,434 from the State
  Department of Education Technology Upgrade Cash Fund for FY2021-22 and
  (2) $101,879 from the State Department of Education Technology Upgrade
  Cash Fund for FY2022-23 to the State Department of Education, for Program
  161, to aid in carrying out the provisions of Legislative Bill 529, One
  Hundred Seventh Legislature, First Session, 2021.
         Total expenditures for permanent and temporary salaries and per
  diems from funds appropriated in this section shall not exceed $30,000
  for FY2021-22 or $35,000 for FY2022-23.
        Sec. 8.      There is hereby appropriated (1) $590,601 from the Nebraska
     Education Improvement Fund for FY2021-22      and    (2)   $611,272    from the
  Nebraska Education Improvement Fund for FY2022-23 to the State Department
  of Education, for Program 161, to aid in carrying out the provisions of
  Legislative Bill 529, One Hundred Seventh Legislature, First Session,
  2021.
         There is included in the appropriation to this program for FY2021-22
     $559,551 Cash Funds for state aid, which shall only be used for such
 purpose. There is included in the appropriation to this program for
     FY2022-23 $579,706 Cash Funds for state aid, which shall only be used for

    such purpose.
        Total expenditures for permanent and temporary salaries and per
    diems from funds appropriated in this section shall not exceed $16,244
    for FY2021-22 or $16,894 for FY2022-23.
        Sec. 9.     There is hereby appropriated the unexpended cash fund
    balance in the Department of Education Innovative Grant Fund as of June
     30, 2021 for FY2021-22 and (2) $0 from the Department of Education
  Innovative Grant Fund for FY2022-23 to the State Department of Education,
    for Program 161, to aid in carrying out the provisions of Legislative
    Bill 529, One Hundred Seventh Legislature, First Session, 2021.
        There is included in the appropriation to this program for FY2021-22
    the unexpended cash fund balance as of June 30, 2021, less $100,000, Cash
    Funds for state aid, which shall only be used for such purpose.
        Total expenditures for permanent and temporary salaries and per
    diems from funds appropriated in this section shall not exceed $42,689
    for FY2021-22 or $0 for FY2022-23.
         Sec. 10.    There is hereby appropriated (1) $492,168 from the Access
     College Early Scholarship Cash Fund for FY2021-22 and (2) $509,393 from
    the Access College Early Scholarship Cash Fund for FY2022-23 to the
    Coordinating Commission for Postsecondary Education, for Program 691, to
    aid in carrying out the provisions of Legislative Bill 529, One Hundred
    Seventh Legislature, First Session, 2021.
         There is included in the appropriation to this program for FY2021-22
    $492,168 Cash Funds for state aid, which shall only be used for such
    purpose. There is included in the appropriation to this program for
    FY2022-23 $509,393 Cash Funds for state aid, which shall only be used for
    such purpose.
         No expenditures for permanent and temporary salaries and per diems
 for state employees shall be   made from funds appropriated in    this
    section.
         Sec. 11.    There is hereby appropriated (1) $393,734 from the Career-

  Readiness and Dual-Credit Education Cash Fund for FY2021-22    and   (2)
     $407,515 from the Career-Readiness and Dual-Credit Education Cash Fund
  for FY2022-23 to the Coordinating Commission for Postsecondary Education,
     for Program 692, to aid in carrying out the provisions of Legislative
  Bill 529, One Hundred Seventh Legislature, First Session, 2021.
         There is included in the appropriation to this program for FY2021-22
  $300,484 Cash Funds for state aid, which shall only be used for such
     purpose. There is included in the appropriation to this program for
  FY2022-23 $314,065 Cash Funds for state aid, which shall only be used for
  such purpose.
         Total expenditures for permanent and temporary salaries and per
  diems from funds appropriated in this section shall not exceed $55,000
  for FY2021-22 or $56,100 for FY2022-23.
         Sec. 12.        There is hereby appropriated (1) $1,476,503 from the
  Excellence in Teaching Cash Fund for FY2021-22 and (2) $1,528,180 from
  the Excellence in Teaching Cash Fund for FY2022-23 to the Coordinating
  Commission for Postsecondary Education,     for Program   692,   to aid in
  carrying out the provisions of Legislative Bill 529, One Hundred Seventh
  Legislature, First Session, 2021.
         There is included in the appropriation to this program for FY2021-22
  $1,369,103 Cash Funds for state aid, which shall only be used for such
  purpose. There is included in the appropriation to this program for
  FY2022-23 $1,419,282 Cash Funds for state aid, which shall only be used
  for such purpose.
         Total expenditures for permanent and temporary salaries and per
  diems from funds appropriated in this section shall not exceed $45,000
  for FY2021-22 or $45,900 for FY2022-23.
         Sec. 13.       There is hereby appropriated (1) $196,897 from the Door to
  College Scholarship Fund for FY2021-22 and (2) $203,757 from the Door to
  College Scholarship Fund for FY2022-23 to the Coordinating Commission for
 Postsecondary Education, for Program 692, to aid in carrying out the

 provisions of Legislative Bill 529, One Hundred Seventh Legislature,
 First Session, 2021.
         There is included in the appropriation to this program for FY2021-22
 $196,897 Cash Funds for state aid, which shall only be used for such
 purpose. There is included in the appropriation to this program for
 FY2022-23 $203,757 Cash Funds for state aid, which shall only be used for
     such purpose.
         No expenditures for permanent and temporary salaries and per diems
 for state employees shall be   made from funds appropriated in   this
 section.
         Sec. 14.    The following section is outright repealed: Section 49,
 Legislative Bill 380, One Hundred Seventh Legislature, First Session,
 2021.
         Sec. 15.    Since an emergency exists, this act takes effect when
     passed and approved according to law.
