1 A BILL FOR AN ACT relating to offenses against animals; to amend section
2 28-1014, Reissue Revised Statutes of Nebraska; to prohibit
3 contractual criminal enforcement by private entities; and to repeal
4 the original section.
5 Be it enacted by the people of the State of Nebraska,

1 Section 1. Section 28-1014, Reissue Revised Statutes of Nebraska, is
2 amended to read:
3 28-1014 Any city, village, or county may adopt and promulgate rules,
4 regulations, and ordinances which are not inconsistent with the
5 provisions of sections 28-1008 to 28-1017, 28-1019, and 28-1020 for the
6 protection of the public, public health, and animals within its
7 jurisdiction. Such rules, regulations, and ordinances shall not provide
8 for contractual criminal enforcement by any private entity.
9 Sec. 2. Original section 28-1014, Reissue Revised Statutes of
10 Nebraska, is repealed.
