1 A BILL FOR AN ACT relating to state government; to provide for an
2 efficiency review of state agencies as prescribed.
3 Be it enacted by the people of the State of Nebraska,

1 Section 1. (1) The Department of Administrative Services shall, in
2 compliance with all statutes on contracts, contract for an efficiency
3 review of state agencies listed in section 2 of this act. The department
4 shall electronically provide the results of the review to the Legislative
5 Council no later than January 1, 2023.
6 (2) The efficiency review shall be conducted by an independent
7 source to provide an outside study of such state agencies to make the
8 delivery of services more cost effective, identify outdated delivery
9 practices that can be eliminated, identify increased efficiencies in
10 service delivery, identify potential new sources of funding for services
11 other than taxation, and make government more accountable to residents of
12 the state.
13 Sec. 2. The state agencies which are subject to the efficiency
14 review pursuant to section 1 of this act are:
15 (1) Department of Administrative Services;
16 (2) Department of Agriculture;
17 (3) Department of Banking and Finance;
18 (4) Department of Correctional Services;
19 (5) Department of Economic Development;
20 (6) Department of Environment and Energy;
21 (7) Department of Health and Human Services;

25 (11) Department of Motor Vehicles;
26 (12) Department of Natural Resources;
