1 THE MEMBERS OF THE ONE HUNDRED SEVENTH LEGISLATURE OF NEBRASKA,
2 FIRST SESSION, RESOLVE THAT:
3 Section 1. At the general election in November 2022, the following
4 proposed amendment to the Constitution of Nebraska shall be submitted to
5 the electors of the State of Nebraska for approval or rejection:
6 To amend Article VII, section 1:
7 VII-1 (1) The Legislature shall provide for the free instruction in
8 the common schools of this state of all persons between the ages of five
9 and twenty-one years. No more than thirty-three percent of the funding
10 for such free instruction in the common schools shall come from property
11 taxes.
12 (2) The Legislature may provide for the education of other persons
13 in educational institutions owned and controlled by the state or a
14 political subdivision thereof.
15 Sec. 2. The proposed amendment shall be submitted to the electors
16 in the manner prescribed by the Constitution of Nebraska, Article XVI,
17 section 1, with the following ballot language:
18 A constitutional amendment to require that no more than thirty-three
19 percent of the funding for the free instruction in the common schools
20 shall come from property taxes.
