1 A BILL FOR AN ACT relating to appropriations; to appropriate funds to the
2 Department of Correctional Services.
3 Be it enacted by the people of the State of Nebraska,

1 Section 1. There is hereby appropriated (1) $500,000 from the
2 General Fund for FY2020-21 and (2) $500,000 from the General Fund for
3 FY2021-22 to the Department of Correctional Services, for Program 214, to
4 provide grants to community-based organizations, community colleges,
5 federally recognized or state-recognized Indian tribes, or nonprofit
6 organizations that provide vocational and life skills programming and
7 services to adults and juveniles who are incarcerated, who have been
8 incarcerated within the prior eighteen months, or who are serving a
9 period of supervision on either probation or parole.
10 It is the intent of the Legislature that grants be awarded to
11 organizations that provide paid preparatory training programs, pre-
12 apprenticeship programs, or other paid training that leads directly into
13 a Federal Registered Apprenticeship Program and that the grants require a
14 minimum one-to-one cash or in-kind matching contribution. Unallocated
15 grant funds held by the department at the end of the fiscal year shall be
16 reappropriated for the next fiscal year.
