1 A BILL FOR AN ACT relating to counties; to amend section 23-1605, Revised
2 Statutes Cumulative Supplement, 2018; to change and eliminate
3 provisions relating to semiannual statements of county treasurers;
4 to repeal the original section; and to outright repeal sections
5 23-1606 and 23-1607, Reissue Revised Statutes of Nebraska.

1 Section 1. Section 23-1605, Revised Statutes Cumulative Supplement,
2 2018, is amended to read:
3 23-1605 (1)(a) During the months of January and July of each year,
4 the county treasurer shall cause a tabulated statement of the affairs of
5 the county treasurer's office to be published in a legal newspaper
6 printed in the county. In counties having more than two hundred fifty
7 thousand inhabitants, the statement shall be published in a daily legal
8 newspaper printed in the county.
9 (b) If no legal newspaper is printed in the county, the statement
10 shall be published in a legal newspaper of general circulation within the
11 county.
12 (c) The county shall pay the printer reasonable compensation for the
13 publication of such statement.
14 (d) The statement shall show the receipts and disbursements of the
15 county treasurer's office for the last preceding six months ending June
16 30 and December 31, including (i) the amount of money received and for
17 what fund category, (ii) the amount of disbursements and from what fund
18 category, (iii) the ending fund balance in each fund category, (iv) the
19 amount of outstanding warrants or orders registered and unpaid, (v) the
20 total balance, and (vi) the total amount of unpaid claims of the county
21 as of June 30 and December 31 of each year, as certified to the county
22 treasurer by the county clerk.
23 (2) The county treasurer may also publish the statement on a web
24 site maintained by the county.
25 (3) If a newspaper cannot publish the statement in a timely manner,
26 publication on a county's web site shall be considered compliance with
27 subsection (1) of this section.
28 The county treasurer shall, during the months of July and January of
29 each year, cause to be published in a legal newspaper, and in counties
30 having more than two hundred fifty thousand inhabitants in a daily legal
31 newspaper printed in the county, or if there is no legal newspaper

1 published in the county, in a legal newspaper of general circulation
2 within the county, a tabulated statement of the affairs of the county
3 treasurer's office, showing the receipts and disbursements of the office
4 for the last preceding six months ending June 30 and December 31.
5 Sec. 2. Original section 23-1605, Revised Statutes Cumulative
6 Supplement, 2018, is repealed.
7 Sec. 3. The following sections are outright repealed: Sections
8 23-1606 and 23-1607, Reissue Revised Statutes of Nebraska.
