1 A BILL FOR AN ACT relating to the Medical Assistance Act; to amend
2 section 68-901, Revised Statutes Supplement, 2017, as amended by
3 section 1, Initiative Law 2018, No. 427; to provide for a type 1
4 diabetes pilot study; and to repeal the original section.
5 Be it enacted by the people of the State of Nebraska,

1 Section 1. Section 68-901, Revised Statutes Supplement, 2017, as
2 amended by section 1, Initiative Law 2018, No. 427, is amended to read:
3 68-901 Sections 68-901 to 68-991, and section 2 of this act, and
4 section 2 of this act shall be known and may be cited as the Medical
5 Assistance Act.
6 Sec. 2. (1) The Department of Health and Human Services shall
7 administer a type 1 diabetes pilot study by awarding a competitive grant
8 to a postsecondary institution having a college of medicine and located
9 in the State of Nebraska to conduct the pilot study. The pilot study
10 shall identify ways to reduce the financial costs of type 1 diabetes to
11 the medical assistance program.
12 (2) The grant recipient shall:
13 (a) Test the hypothesis that the integration of technology into the
14 case management protocol of a patient with type 1 diabetes in the medical
15 assistance program, including use of remotely monitored glucose sensors,
16 interdisciplinary coaching, and telehealth communication, will lead to
17 improved health outcomes and decreased health care costs;
18 (b) Use technology-based platforms for the delivery of effective
19 type 1 diabetes self-management education, support, and treatment for up
20 to one thousand type 1 diabetic patients receiving funds under the
21 medical assistance program;
22 (c) Conduct the study statewide;
23 (d) Compile data on patients described in subdivision (b) of this
24 subsection and patients receiving standard type 1 diabetes care and
25 compare and analyze the data;
26 (e) Make recommendations to the Legislature on policy changes to
27 improve population health management for patients with type 1 diabetes in
28 the medical assistance program and reduce costs in such population; and
29 (f) Maintain patient confidentiality.
30 (3) The Department of Health and Human Services and the Department
31 of Administrative Services shall provide necessary data to the grant

1 recipient to carry out the study.
2 (4) The grant recipient shall submit a report electronically to the
3 Appropriations Committee of the Legislature and the Health and Human
4 Services Committee of the Legislature on or before December 1 of each
5 year beginning in 2020 through 2023 and shall submit a final report to
6 such committees on or before July 1, 2024.
7 (5) It is the intent of the Legislature to appropriate five hundred
8 fifty thousand dollars for each fiscal year for FY2019-20, FY2020-21,
9 FY2021-22, FY2022-23, and FY2023-24 from the General Fund for the type 1
10 diabetes pilot study.
11 (6) The type 1 diabetes pilot study terminates on July 1, 2024.
12 Sec. 3. Original section 68-901, Revised Statutes Supplement, 2017,
13 as amended by section 1, Initiative Law 2018, No. 427, is repealed.
